Seems like an incompetent dealer. My Volvo dealer had no issues with a family friend in NJ who got an XC60 from them. And that had the complexity of luxury tax

Majority of dealers that I know overcharge for taxes, rarely return the amount (even though they say they are legally required). Only a handful actually send a refund amount
