You need to run some numbers to see what pre-incentive discount off MSRP you need to be at to achieve that payment. Is this a brand new car?
You might be better off looking at a loaner if your budget is tight.

this is the first offer that I have gotten from them. The only thing that I emailed to them is a request to see if they will take $1k down and under $399 a month.

just came up with them on my own because I want a lower monthly payment and a lower down payment. I did not use any kind of calculator or anything else like that to come up with these numbers.

I’m in South Florida and I was able to negotiate a 3 series loaner for $390 a month with $1,500 down. And that was the second offer as well, unfortunately I couldn’t take it because I’m in a lease right now but your range is doable, but not with a new car. Take a look at some loaners!

I just did. If the terminology and the process does not make sense to you, I would suggest re-reading Leasing 101. I also suggested that you search the “Shared Deals” section to see what is possible.
You are not going to hack a deal overnight if you are just pulling numbers out of thin air to meet your payment goal.
Reading info is one thing, but understanding what you are reading is the only way you are you going to position yourself to hack a deal.
OP, have you looked at the 3 series in depth? That’s a $42.6K MSRP car. It’s a bone stock stripper of a 3 series. You’re surely not going to get to your target with that dealer 
Like others have said, look at loaners for better deals.
With the market the way it is currently, you’re most likely not gonna be under $400 sign and drive. Not even with a base cheapo 3 series, loyalty and other clipper coupon rebate…

No harm in trying. Now - as everyone is suggesting - it’s time to run some real world numbers. And do your research. There is lots of deal information on BMWs here so search away. To help get you started quickly you should run a lease scenario for a new 330i. Here are your building blocks:
$42,600 MSRP
$37,100 Initial Total Purchase Price Offer
$ 5,500 Total Discount
$ 750 Lease Cash from BMW to you
$2,000 Loyalty Cash from BMW to you
$2,750 Discount Dealer is offering you
6.5% Pre-Incentive Discount (2750/42600)
Go to edmunds and get deal info: If memory serves MF is 0.00099, 36/10 RV is 59% and lease cash is $750. You must verify this for your zip code. Use the fee & tax info from your initial offer.
Run your deal at - let’s say - a 10.5% pre-incentive (this will take some work today) and see what your deal looks like. This will help you frame your expectation of what a new 330i will cost you.
If you want to pay less, run numbers for a demo 330i. You can get a bigger pre-incentive discount so run your numbers at let’s say 16.5%.
These are ballpark figures to get your head wrap around the lease calculator and real world figures. Do you research on the pre-incentives folks are getting right now. Managing your expectations will determine your next move. Be ready to pay up some.
Percentage wise, 11% new and 16% demo is very realistic at this point. 16.5% might be a stretch but it never hurts.
@TheBigTuna You raise an interesting question I have had for some time. Are dealers more prone to give you a bigger pre-incentive discount on an optioned car (let’s say $45K 330i Conven + Live Cockpit) vs a bone stock stripper? Can the Op get a bigger discount if he targets a bigger MSRP?
