As others have said, the policy is true. Even during the peak of Covid, BMWFS did not bend their rules. It was a very, very small number of lease owners that received unsolicited buyout offers that were less than RV (no one knew how or why; any direct offers from lessees were met with firm “no’s”).
Have you considered what maintenance would be like for an EV that is no longer in production? In a couple of years when the car is out of warranty and beyond? Your car’s value may depreciate even more than usual.
