Yes but from the Automakers perspective it is using volume discounts to skew the market -a lot of these broker deals are sold at zero upfront profit or even a loss and the dealer is counting on getting volume incentives. When other dealers start complaining the automaker has to do something about it.
The problem is that customers will get a broker deal and then try to shop It around to other dealers, and it the other dealer knows that number is selling at a loss upfront.
