Is this a Good deal on Audi Q4?

We don’t even know how much out of pocket, let alone MSRP, etc, anyone here would need a lot more info to help you.

I assume you mean an effective $500/mo. Is that realistic target, based on deals you’ve seen here?

This deal seems super awful. Mine was in late Dec of 2024 and in CA but was nowhere near as bad as your proposed deal. Maybe contact a local broker on the east coast?

I assume the programs might have changed a lot over the past year.

Don’t assume, look at the deals. The one up top has $10.5k in incentives and the one from December had $11k on a Prestige. Not sure what the buy rate is for the MF and residual now, but just looking at broker numbers on here the deal for OP on a 2025 is still awful and that December deal may still be obtainable if you are getting a dealer to go low on a 2025.
