Ford has rules on plan pricing. You can negotiate oil changes and accessories without issue. But not the price.
All weather mats. Bed cover for trucks. They sell all kinds of strange things as accessories. Even rims that don’t come standard on any models.
Depending on your dealer you could even say you want a $500 gift card for Walmart to sign the deal. As long as the official paperwork shows the sale price at set amount after allowed rebates and such.
Can you get better negotiated price with regular pricing instead of AZ ?
Why not just try? You can get the plan pricing for whatever car you want online and try to negotiate below it.
Ford @ the corporate level has a to hold at the line.
They often will move it if you have a trade.
Gm/FCA fight for the deals on EP.

What’s the plan discount? Can probably negotiate more discount without it.
The guidelines are set by corporate … individual dealer receives corp. reimbursement for A/Z plans if you vary in pricing (ie give additional discount) you forfeit reimbursement … Fords way of keeping level playing field for such plans…hope this helps explain the “why”

X plan is easy to do better than…Z plan & A plan not so much…the Escape just had an amazing lease (for Ford) where are you located?
Ford sucks for leasing. That’s just plain and simple.
I’m eligible for X plan, but have only found it helpful for high demand vehicles (i.e. recently released models). The Explorer typically leases poorly - but looks like potential for a decent lease this month. The lease cash varies by region - it is $3750 in Atlanta. Based on website pricing (adding back cash incentives), I think the following is possible.
MSRP 40,985 (XLT with 202A package - Leather seats)
Sales Price $35,985
Rebates - $3,450 plus $500 Farm Bureau
36 Month/10K per year
Residual 53%
MF .5%
Acq Fee $595
$315/month before sales tax
Keep hoping. You will NOT get a $5,000 discount because A/Z plan is like $38k on $41MSRP. You will have to find a despreate dealer to even sell you at $35k with the standard rebates $2,750 cash, 700 bonus and 300 ecoboost

This is the website for the atlanta dealer. I’m surprised at the level of discount being advertised - perhaps they have some other type of dealer incentives.
Ford often overallows on trades to get around the program rules.
I have seen heavy discounts in FL as well, but when I have them break down the price, it’s rebates on top of rebates plus trade equity. But if you can get a $41k explorer for $315 plus tax, no money down please share and I’ll be driving to Georgia
