Absolutely ridiculous. I dont care what ot isnin other states or how low it is now, going up 500% is a crime. CA dealers already refuse to to go below MSRP or still have add ons. The top committee memebr got $40,000 from the CA Car Dealers Assoc so its all about generating more money for all these corrupt people.
We pay fees on top of fees. We pay smog fees on brand new cars. There are license fees, property fees, CHP fee, tire fee, doc fee, title fee, license plate fee and reflectorized license plate fee.
If you buy a truck, theres a flat $1000 fee because all trucks are considered commercial, then you have to go to a weigh station or truck stop and pay a weight fee, and emissions testing fee.
In MA, we pay yearly excise tax (property tax) on our cars. It can get pricey the first year when you get a brand new car. Luckily, there are no other crazy fees like in CA.
EDIT: I paid about $900 in excise tax on my 2024 Hyundai Ioniq 5 last year. The tax went down to $8xx this year.
SB791 has passed the CA Legislature and is awaiting the governor’s signature. It would be effective 1/1/26.
It looks like the cap is 1% of the total price of the vehicle, with a max of $260.
… “total price of the vehicle” means the price of the vehicle before the addition of government charges and any additional accessories and services ordered by the purchaser or lessee.

Existing law authorizes a dealer to charge the purchaser or lessee of a vehicle a document processing charge for the preparation and processing of documents, disclosures, and titling, registration, and information security obligations imposed by state and federal law. Existing law authorizes a dealer that has a contractual agreement with the Department of Motor Vehicles to be a private industry partner to set the document processing charge at up to $85 and authorizes all other dealers to set the document processing charge at up to $70.
This bill would, until January 1, 2031, subject to specified requirements, authorize a dealer to charge a document processing charge that exceeds those amounts if the charge does not exceed 1% of the total price of the vehicle and does not exceed $260. The bill would exempt the sale of vehicles to the State of California and any local governmental entity from these provisions. The bill would make a conforming change.
