The only one in SoCal that requires plates is the Edison. The CVRP accepts temp plates. If anyone is worried about missing out waiting for the plates even with Edison (who knows when they decide to go back to $450 or maybe cancel) you can start the application and reserve the $1k and finished later when you get the plates.
