Still over $1000+ of fat to be trimmed there, probably more. It’s not the worst quote I’ve I ever seen IMO, but $380 per month not including taxes on a 320i still seems pretty high.
I believe it includes taxes. Is it still bad?

Are you sure? The tax on the lease is not going to be $190. The offer says $0 cash down, not $0 due at signing.
The line items Nitrogen, Wheel Locks, Resistall and Mats are all nonsense items. The car comes with Nitrogen and mats from the factory. Im not sure about the wheel locks but I never had a wheel stolen off the last 7 BMW’s I leased or purchased. Resistall paint protection is pure dealer profit. The clear coat on the factory paint will be fine for the 3 years you have the car.
