I was doing a build on Volvo site for SoCal for 2021 and it shows as Conquest available for 2021 XC60 models for my zip. Is that correct?
Yes to get the A-Plan rebate you have to sell at a fixed price (usually at or around invoice).

Just a quick reminder ladies and gents - Costco cannot be applied to loaners. Here’s a quick overview:
To qualify for the Volvo Costco member-only bonus during the Costco Auto Program Savings Event, you must:

(1) be a current Costco member on or before September 30, 2020;

(2) register with Costco Auto Program online or through its call center to receive a certificate with your unique promotion code;
*(3) present your certificate and unique promotion
code to a Volvo dealership at time of visit; -
