You only pay $500+tax of which the first $100+tax is non-refundable unless the seller insists to make the whole amount non-refundable to make sure that your credit is strong enough (usually needs to be tier 1 to be approved, about 720+). No other fees, OP just paid DMV for the first year and that stays with the car.
The process should take between a few days if the title is in house (usually it’s not) to a few weeks.
