The incentive should be good based on where you buy it, not where you live. In the past I did see free 19" BOR wheels (great wheels, BTW) in southern CA and not northern CA on S60/V60s. But Volvo put a restriction on the buyer’s address having to have been in southern CA. I think that was a fluke, though.
