If you want to edit…BMWFS allows out of state and the transfer fee is 500 (400 back if you are not approved).
Interested. Need to talk to my wife before I commit, but at least letting you know first. I’ll update on what we decide. 
Also I’m in Chicago, so it’ll be in-state.
