I’m assuming you’re talking about Texas sales tax credits?
They’re a tax refund that goes to the dealer from the state that they then have to return to customers, but the dealer can pick and choose when and how they’re used. Some dealers will use them sporadically to push individual deals, some use it at certain times of the year, some for new model sales pushes, etc.
