How to read incentives and rebates off of autobytel

I got the numbers below off of the autobytel website (as suggested in the post Which sites do you use to do your research) but I am not sure if I am reading them correctly. Are the top incentive/rebates for lease and the bottom ones for purchase, like shown in the attached picture? Thanks!
